SMA3 University Metric Weights and Allocations Dashboard

Not only does the 2020-2025 Strategic Mandate Agreement (SMA3) governing Ontario Universities’ provincial funding have performance-based metrics, with two metrics nominated by each university, the metrics are also weighted by each university.

Weights across the 10 metrics are to be between 5% and 25% in 2022-23, weights can be up to 35% in 2020-21 and 2021-21 as the number of activated metrics increases over the first two years, but because of COVID-19 funding will not be attached to the performance metrics of SMA3 until 2022-23. These weightings represent some interesting decisions by these institutions. What is not depicted here are the actual performance targets that each institution needs to hit, nor an indication of how much of a challenge that may or may not be.

What jumps out at most people is that Carleton appears to have a 104% weighting in 2022-23. When the Skills & Competencies metric (based on OECD’s Education and Skills Online Tool) comes into effect in 2022-23 it cannot be institutionally weighted below 5%, apparently Carleton “saved” 1% for it from Carleton’s other 9 metrics all weighted at 11%.
